Izaguirre L., en el ejercicio de su mandato convencional, constitucional y legal, ante la notificaci\u00f3n al Estado de Honduras sobre la sentencia del Caso <em>Comunidad Gar\u00edfuna de Cayos Cochinos y sus miembros Vs. Honduras <\/em>se pronuncia en los t\u00e9rminos siguientes:<\/p><p><\/p><ol><li>El CONADEH toma nota de la reciente <strong>notificaci\u00f3n de la Sentencia emitida por la Corte Interamericana de Derechos Humanos (Corte IDH) en el Caso<em> Comunidad Gar\u00edfuna de Cayos Cochinos y sus miembros Vs. Honduras<\/em><\/strong><em>,<\/em> mediante la cual se declara la responsabilidad internacional del Estado hondure\u00f1o por violaciones a los derechos a la propiedad colectiva, la participaci\u00f3n, el acceso a la informaci\u00f3n, la identidad cultural, la alimentaci\u00f3n y la integridad personal de la Comunidad Gar\u00edfuna de Cayos Cochinos y sus miembros.<\/li><\/ol><p><\/p><ol start=\"2\"><li>Esta Instituci\u00f3n Nacional de Derechos Humanos (INDH) recuerda que dicha sentencia no solo impone al Estado obligaciones de <strong>adecuar los mecanismos de la consulta previa, libre e informada a los est\u00e1ndares internacionales en la materia<\/strong>, sino que tambi\u00e9n <strong>garantizar la participaci\u00f3n de la Comunidad Gar\u00edfuna de Cayos Cochinos en la elaboraci\u00f3n del plan de manejo del Monumento Natural Marino Archipi\u00e9lago de Cayos Cochinos<\/strong> <strong>y en la gesti\u00f3n, administraci\u00f3n <\/strong>y toma de decisiones relativas a la conservaci\u00f3n y aprovechamiento sostenible del \u00e1rea protegida.<\/li><\/ol><p><\/p><ol start=\"3\"><li>Asimismo, el CONADEH expresa su preocupaci\u00f3n por la falta de avances significativos en el cumplimento de las medidas ordenadas en los <strong>Casos <em>Comunidad Gar\u00edfuna Triunfo de la Cruz y sus miembros vs. Honduras<\/em>, <em>Comunidad Gar\u00edfuna Punta Piedra y sus miembros vs. Honduras<\/em> y, <em>Comunidad Gar\u00edfuna San Juan y sus miembros vs. Honduras<\/em>.<\/strong> Debido a que, a\u00fan persisten condiciones estructurales por la violaci\u00f3n de garant\u00edas judiciales, falta de seguridad jur\u00eddica en la tenencia de las tierras, amenazas, criminalizaci\u00f3n, despojos de sus territorios y medios de vida que, colocan a los pueblos ind\u00edgenas y comunidades afrohondure\u00f1as en una situaci\u00f3n de riesgo permanente e implanta una brecha significativa de discriminaci\u00f3n racial y \u00e9tnica.<\/li><\/ol><p><\/p><ol start=\"4\"><li>El CONADEH reitera al Estado su deber de promover y proteger los derechos de los pueblos ind\u00edgenas y comunidades afrohondure\u00f1as por lo que, el <strong>Caso <em>Comunidad Gar\u00edfuna de Cayos Cochinos y sus miembros<\/em>,<\/strong> debe ser asumido con la debida responsabilidad para revisar de manera exhaustiva y con un enfoque intercultural las pol\u00edticas p\u00fablicas, marcos normativos y pr\u00e1cticas institucionales que contin\u00faan produciendo estas pr\u00e1cticas de discriminaci\u00f3n estructural y sistem\u00e1tica en su contra.<\/li><\/ol><p><\/p><ol start=\"5\"><li>Por lo tanto, esta INDH reafirma su compromiso de dar seguimiento al cumplimiento de las obligaciones internacionales del Estado hondure\u00f1o, as\u00ed como de acompa\u00f1ar a las v\u00edctimas y a sus representantes, en la exigencia de la justicia, reparaci\u00f3n integral, verdad y garant\u00edas de no repetici\u00f3n.<\/li><\/ol><p><\/p><p><strong>Tegucigalpa, M.D.C., 04 de marzo de 2026.<\/strong><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t","protected":false},"excerpt":{"rendered":"<p>EL CONADEH SE PRONUNCIA SOBRE LA NOTIFICACI\u00d3N DE LA SENTENCIA DEL CASO COMUNIDAD GAR\u00cdFUNA DE CAYOS COCHINOS Y SUS MIEMBROS VS.
