Blanca Sara\u00ed Izaguirre, en el ejercicio de su mandato convencional, constitucional y legal, con<br \/>independencia funcional, t\u00e9cnica y de criterio; ante los hechos suscitados en las instalaciones del Consejo Nacional Electoral (CNE) en el marco de la presentaci\u00f3n de planillas, se pronuncia en los t\u00e9rminos siguientes:<br \/><br \/>1. El CONADEH recuerda que los procesos electorales son parte fundamental para el Estado<br \/>de Derecho, la democracia y los derechos humanos, en los cuales la ciudadan\u00eda ostenta el rol central y principal para la escogencia de sus pr\u00f3ximas autoridades. Ello exige que las y<br \/>los candidatos act\u00faen de conformidad a los principios democr\u00e1ticos, tales como el<br \/>pluralismo pol\u00edtico, la libre competencia pol\u00edtica, la promoci\u00f3n inclusiva y respetuosa de<br \/>todos los sectores, la resoluci\u00f3n pac\u00edfica de conflictos y la equidad de g\u00e9nero.<br \/><br \/>2. En ese sentido, el CONADEH condena cualquier acto de violencia en todas las etapas del<br \/>proceso electoral cometida en perjuicio de cualquier ciudadano (a) del pa\u00eds que aspire a<br \/>un cargo p\u00fablico, especialmente condena la violencia dirigida a las mujeres y otros grupos<br \/>subrepresentados, quienes hist\u00f3ricamente han enfrentado y enfrentan m\u00faltiples desaf\u00edos<br \/>estructurales en el acceso a la funci\u00f3n p\u00fablica, especialmente al Congreso Nacional.<\/p><p>3. Tomando esto en cuenta, el CONADEH exhorta al CNE a ejercer su mandato de garantizar, [\u2026] el libre ejercicio de los derechos pol\u00edtico-electorales y fortalecer la organizaci\u00f3n y<br \/>funcionamiento de los partidos pol\u00edticos y movimientos internos<br \/>1; esto de conformidad a sus programas de fomento de los principios y valores c\u00edvicos y democr\u00e1ticos, los cuales deben aplicarse bajo un Enfoque Basado en Derechos Humanos y Enfoque de G\u00e9nero.<\/p><p>4.
